Africa's aviation safety challenge is not merely about accidents

In aviation, the public tends to measure safety in absolutes. An aircraft lands without incident and confidence endures; a single mishap, however minor, can cast doubt over an entire industry.
Yet this binary view obscures a more important truth: Safety is not simply the absence of accidents; it is the relentless management of risk.
That distinction matters profoundly for Africa's aviation sector. Airlines across the continent operate in an environment where commercial realities, infrastructure constraints, varying levels of regulatory maturity and geopolitical uncertainty intersect.

The objective is not to eliminate risk – an impossible ambition in any complex transport system – but to identify hazards, understand exposure and continuously reduce safety risk.
An airline that never flies will never have an accident. It will also cease to fulfil its purpose.
The real measure of a safe airline is therefore not whether it encounters hazards, but how effectively it anticipates them, manages them and learns from them.
Africa has made significant progress in aviation safety. Yet that progress is uneven. Some African states and operators perform at, or above, international benchmarks, while others continue to contend with structural constraints in oversight, infrastructure and institutional capacity.
These differences matter because aviation does not respect national boundaries.
A single flight may cross several jurisdictions, each with different levels of infrastructure, air navigation capability, regulatory oversight and geopolitical stability.
Political instability can close airspace with little notice, forcing longer routings that increase fuel burn, crew duty implications and operating costs.
Infrastructure limitations at airports can similarly affect operational resilience.
These are among the less visible reasons air travel within and across Africa can make air travel expensive.
Other reasons include the fact that African airlines operating internationally must navigate national regulatory requirements alongside those imposed by foreign jurisdictions, including TCO and applicable FAA requirements, as well as industry assurance programmes such as IOSA and ISAGO.
These frameworks have contributed significantly to strengthening safety and operational standards, but achieving and sustaining compliance across multiple regimes requires considerable investment in people, training, technology, data systems and oversight.
For smaller African carriers, building and maintaining this capability can be demanding. The answer, however, cannot be lower standards.
It must be greater regulatory harmonisation, stronger institutional capability and more efficient mechanisms for achieving equivalent safety outcomes without unnecessary duplication.
Operational hazards further demonstrate why aviation safety extends well beyond the cockpit.
Bird strikes remain among one of the most persistent threats confronting airlines around the world and can cause substantial aircraft damage, operational disruption and financial loss.
Airlines can mitigate the threat through flight crew procedures, reporting, data analysis and operational controls, but they cannot manage the risk alone.
Land use surrounding an airport is equally important. Unmanaged waste, standing water, agricultural activity and incompatible development can attract birds and other wildlife into aircraft operating areas.
Effective wildlife-risk management therefore requires cooperation between airlines, airport operators, local authorities, regulators and surrounding communities.
This illustrates a wider truth about aviation safety: Many of the risks ultimately encountered by an aircraft originate well outside the aircraft itself.
The same principle applies internally. Modern safety management depends not only on technology and procedures, but also on culture.
Employees must be able to report hazards, mistakes and emerging risks without inappropriate fear of punishment.
A mature reporting culture allows organisations to identify weak signals before they become serious occurrences.
Data is valuable only when people are willing to generate it, organisations are prepared to analyse it, and leaders are willing to act upon what it reveals.
Public perception introduces another challenge. In an era of smartphones and social media, photographs and videos of aviation occurrences can circulate globally within minutes.
Often, public narratives begin forming long before investigators, regulators or airlines have established the facts.
Delayed or defensive communication can undermine confidence beyond the effect of the occurrence itself.
Transparency therefore should be regarded as part of effective safety leadership, not merely as a public-relations function.
Airlines should communicate known facts promptly, distinguish confirmed information from matters still under investigation and explain, where appropriate, the safety processes that followed an occurrence.
An emergency diversion, precautionary return or wildlife strike is not automatically evidence of systemic failure.
In many cases, the safe outcome demonstrates that multiple layers of defence from aircraft design and crew training to operating procedures and emergency response - performed as intended.
Transparency must, of course, coexist with the integrity of safety investigations. Early communication should inform rather than speculate, and organisations must resist the pressure to assign cause or responsibility before evidence has been properly analysed.
Ultimately, aviation safety is neither the sole responsibility of airlines nor the exclusive domain of regulators.
It is a shared enterprise involving governments, airport operators, air navigation service providers, manufacturers, insurers, employees, communities and, increasingly, the media.
Modern safety management systems provide unprecedented oversight and enable airlines to monitor operational performance with a level of detail unimaginable only a generation ago.
Flight data, safety reports and predictive analytics increasingly allow organisations to detect risk long before it manifests as an accident.
Africa's aviation industry does not require simplistic declarations that flying is either safe or unsafe. It needs sustained investment in infrastructure and people, stronger institutional capability, harmonised oversight, intelligent infrastructure, robust reporting cultures and honest communication.
Above all, it requires recognition of a fundamental principle: the safest aviation systems are not those that never encounter risk, but those that manage it with discipline, transparency and constant vigilance. They are those that identify it proactively, manage it systematically, learn from it continuously and communicate about it responsibly.
That is the real measure of aviation safety.
